City Boards and Commissions

The City of Norwalk has a number of boards responsible for helping to run the city, acting as advisory entities to administration and/or city council. Board members are appointed by the mayor or City Council and must be city residents.

Board of Architectural Review

The Board of Architectural Review is responsible for maintaining a high character of community development - protecting and preserving property values by reviewing any proposed changes of the exterior architectural characteristics of structures throughout the Architectural District.

Norwalk's Architectural District includes all lots that front on Main Street from Case/Church Street to Foster Street, and on Whittlesey/Benedict Avenue from Ohio Street/Railroad Avenue to Water Street.

A Certificate of Appropriateness must be obtained from the Board of Architectural Review prior to making any exterior changes within the Architectural District. Applicants must appear before the Board, which meets once monthly.

The Board of Control is responsible for opening bids, awarding contracts, and approving any City contract or purchase which must be made pursuant to competitive bidding.

Board of Income Tax Review

The Board of Income Tax Review is responsible for hearing appeals from taxpayers dissatisfied with any ruling or decision of the Finance Director pertaining to city income tax imposition and collection.

The Board of Park Commissioners acts in an advisory compacity to the Park & Recreation Department and administration.

Board of Zoning Appeals

The Board of Zoning Appeals is responsible for hearing appeals for exceptions to and variances in the application of ordinances governing zoning in the City.

Charter Review Commission

The Charter Review Commission convenes once every five years.  Seven members are appointed by City Council to review the Charter of the City of Norwalk and make recommendations for changes. The charter sets forth how the City will be governed.

Civil Service Commission

The Civil Service Commission prescribes, amends, and enforces rules for the positions in the civil service of the City. This includes examinations, resignations, appointments, promotions, removals, transfers, layoffs, suspensions, reductions, and reinstatements to those positions.

Planning Commission

The Planning Commission is responsible for reviewing, evaluating, commenting upon, and making recommendations relative to the planning and programming, location, and scheduling of public facility projects. The Commission also makes recommendations for changes in the Master Plan, official city zoning map, zoning ordinances, and the Capital Improvement Plan.

The Records Retention Commission is responsible for overseeing the compliance of city records in accordance with the Ohio Historical Society.

Revolving Loan Fund Board

The Revolving Loan Fund Board oversees the Revolving Loan Fund program which encourages economic growth, increased tax base, and increased job opportunities through loans to small and moderate sized businesses. The Board reviews and makes recommendations to City Council concerning loan applications and monitors loan requirement compliance.

Treasury Investment Board

The Treasury Investment Board provides advice and direction to the Director of Finance concerning the investment of City funds not needed for immediate City needs.

Tree Board

The Tree Board acts in an advisory capacity to the administration regarding the health of the tree population along city streets. The board renders advice on the planting and removal of city trees and provides Council with an annual plan for the care and preservation of trees in public areas.

 Area Agency on Aging, District 5

The City of Norwalk appoints one representative to the Area Agency on Aging, Inc., District 5 Advisory Committee. This committee is involved with legislative issues, project/contract review and making recommendations to the Board, on issues affecting the entire Agency.
